As of June 24, 2024, the Latvian Citizenship and Migration Board has issued departure orders to 56 Russian citizens who have not complied with the requirements of the amendments to the Immigration Law and have not applied for a residence permit (VNZh).
13 of the issued orders have already been executed, and the deadline for execution of seven has been extended.
The number of those leaving the country and the number of exit orders changes on a daily basis. According to the State Border Guard, 632 Russian citizens have left the country so far.
According to the Immigration Law, the permanent residence permits of Russian citizens expired in September 2023. In order to continue living in Latvia, they had to apply for the status of permanent resident of the European Union, and to obtain it they had to provide the UDGM with proof of knowledge of the state language at a minimum level and the availability of financial resources. At the last minute before the requirements came into force, the law was amended to give Russian citizens two more years to pass the Latvian language exam in order to continue to reside legally in Latvia.
On January 3, the residence permits of those Russian citizens covered by the amendments to the immigration law who had not applied for permanent resident status in the European Union by December 31, 2023 expired. This term applied only to those who retook the state language exam before November 30 last year.
